
ILOILO — Since 2022, over 160 flood control projects worth billions of pesos have been carried out in Iloilo Province, but mounting questions over their legitimacy and transparency have triggered calls for a full-scale investigation amid persistent flooding woes.
The figures surfaced through President Ferdinand Marcos Jr.’s newly launched “Sumbong sa Pangulo” website, an online platform for reporting public works issues. The database lists projects across multiple municipalities.
The President kick-started the online portal after delivering his fourth State of the Nation Address in July where he expressed concern over possible anomalies in government flood control projects.
He encouraged the public can raise concerns – if any – over the listed flood control projects.
The President’s SONA fuelled suspicion of corruption in flood control projects. In Iloilo Province’s 5th District, Provincial Board member Rolex Suplico is seeking answers to flood control allocations since 2022.
In a privilege speech titled “Deluge” before the Sangguniang Panlalawigan on Aug. 19, Suplico noted that four out of 11 towns in the district — Estancia, Concepcion, Ajuy, and Barotac Viejo — were reflected in the portal receiving hefty allocations.
He said Estancia got P19.3 million, Concepcion P49.5 million, Ajuy P816.6 million, and Barotac Viejo P610.2 million.
Suplico pressed for transparency and accountability.
In Iloilo City, meanwhile, President Marcos himself inspected ongoing works on Aug. 13, particularly Sections 9 and 10 of a flood mitigation project in Barangay San Isidro, Jaro district, and ordered the Department of Public Works and Highways (DPWH) and local governments to guarantee durability and integrity in construction.
The Iloilo City government has thrown its support behind the probe, stressing that public trust depends on ensuring that projects designed to protect lives and property are not tainted by fraud or incompetence.
If science-based studies confirm that flood control projects in this city worsened flooding, these should be dismantled, according to Mayor Raisa Treñas.
On Aug. 15, engineers from DPWH central office descended on Iloilo City to conduct an in-depth investigation into flagged flood control projects, a move seen as a direct response to President Marcos’ recent public rebuke of the works.
The Quality Assurance Unit (QAU) team began inspections to pinpoint project locations, assess construction quality, and determine whether the structures are mitigating or worsening flooding — particularly in the wake of three recent typhoons.
Treñas met with the investigators.
“We are ready to provide all necessary documents and information because public money matters, and the people’s money must be used properly. Again, our commitment to transparency, accountability, and clean public service for the Ilonggos remains firm,” she said.
After make an ocular inspection here on Aug. 13, Marcos posted on Facebook: “Inatasan ko ang DPWH na panagutin at i-blacklist ang mga palpak na contractors.”
