THEY are the quiet force behind every ordinance passed, every resolution affirmed, and every legislative milestone reached in the halls of local government. Yet on November 28 to 29, 2025, these unsung champions of public service stepped into the spotlight as the Philippine League of Secretaries to the Sanggunian, Inc. (PLEASES) Region VI held its General Membership Annual Year-End Conference and 2026 Planning Meeting in Iloilo City.
With the theme “From Resolutions to Results: Celebrating 2025, Charting 2026,” the two-day gathering brought together city, municipal, and provincial Sanggunian secretaries from across Western Visayas — united by a shared mission: to strengthen legislative governance through competence, collaboration, and renewed commitment.
The conference opened with key organizational reports led by Regional President SB Secretary Jose Ma. Angel Guanco, Regional Chairperson SB Secretary Gynnyn Gumban, and other officers, highlighting the league’s accomplishments and priorities.
Technical sessions focused on strengthening legislative work, including positivity in the workplace, an overview of Trainor’s Training on Local Legislation delivered by DILG Region 6 Assistant Regional Director Maria Calpiza Sardua, and followed by a discussion on publication requirements for local ordinances. National President SB Secretary Timothy Vista also delivered the keynote address, urging members to “close the year strong” and continue elevating the standards of Sanggunian service.
The conference culminated in the 2026 Planning Session, facilitated by former National President SB Secretary Josel Faisan, where members outlined collective strategies for the coming year.
Regional Chairperson Gumban closed the conference with words of gratitude and hope, emphasizing the league’s shared mission to uphold integrity and excellence in local governance.
In a message, PLEASES regional officers emphasized the indispensable role of Sanggunian secretaries in local governance, noting that “behind every effective Sanggunian is a secretary whose commitment keeps local governance moving forward.”
Capping the event, the delegates gathered for a lively Christmas party — an evening filled with fun exchanges, camaraderie, and lighthearted activities that strengthened bonds built throughout the year. The celebration offered members a well-deserved break and a warm, festive close to their 2025 milestones.
