Gov’t reviews bonus system

MANILA – President Ferdinand “Bongbong” Marcos Jr. ordered the review and overhaul of the government’s performance-based incentive system as he sees the current system as “duplicative and redundant.”

In Executive Order No. 61 issued over the weekend, the President suspended the 2011 Results-Based Performance Management System (RBPMS) and the 2016 Performance-Based Incentive (PBI) System, and created a technical working group to review these policies.

“The RBPMS and PBI System have been duplicative and redundant with the internal and external performance audit and evaluation systems of the government,” the Chief Executive said.

According to Marcos, the systems “lack a review mechanism leading to the accumulation of rules, regulations, and issuances from the [Inter-Agency Task Force] thereby making compliance therewith burdensome, bureaucratic, laborious and time consuming for government agencies.”

“It is imperative to streamline, align and harmonize the RBPMS and PBI System with Ease of Doing Business initiatives, and reform the government performance evaluation process and incentives system towards a more responsive, efficient, agile and competent bureaucracy,” the President said.

The group that will review the government’s incentive system will consist of representatives from the Office of the Executive Secretary, Department of Budget and Management, Department of Finance, the National Economic and Development Authority and the Anti-Red Tape Authority.

The primary task of the group is to “integrate, streamline and align the new government performance management system with the government internal audit program and activities,” and is expected to submit their recommendations to the President within 6 months.

“The TWG shall study and review the RBPMS and PBI System with the goal of streamlining, overhauling, improving and simplifying government performance management and incentives systems,” Marcos said.

The President said he expects the new government performance evaluation system to “take into consideration the unique nature, needs and requirements of agencies.”/PN
