MANILA – Senate Minority Leader Ralph Recto has urged the Commission on Audit (COA) to recruit young workers to fill its more than 6,000 job vacancies.
Of COA’s 14,102 authorized personnel positions, 6,070 are not filled, Recto said as he stressed the agency’s low appointment rate.
“If the Ombudsman’s staff is being strengthened, if ‘integrity bodies’ in revenue agencies are being given additional funds, if internal affairs units in the police and the military are being beefed up, then all the more that COA, the public’s whistleblower, must have more personnel,” the legislator said.
To attract “talented and idealistic millenials,” he encouraged COA to launch its recruitment campaign in schools and colleges and to join job fairs.
Recto said that the manpower shortage has led to the failure of auditors of state agencies and offices to keep track of downloaded funds to the regions.
“Kung kulang ang tao, gamit, at resources, hindi talaga kayang i-audit ang P3.917 trillion Total Expenses, Subsidies and Losses (TSL) ng national government at P387.58 billion na TSL ng local government units,” Recto also said.
In the national government, there are only a total of 874 auditors, 14 lawyers and special investigators who monitor agency spending.
On the other hand, 4,979 auditors, 189 engineers and architects, and 67 lawyers and special investigators are deployed to local governments to inspect books of cities, provinces, towns, and barangays.
“The overconcentration of auditors in LGUs [produces] skewed distribution, with more assigned to local government with less money to spend than national government agencies that have so much money but fewer auditors,” Recto said./PN
