MANILA – The House of Representatives has postponed the plenary discussion on the proposed reimposition of the death penalty.

Representatives will not vote on the bill, which the justice committee already approved, until 2017 upon the plea of the majority during a caucus Wednesday evening, Dec. 7.

“We won’t vote on it before our (Christmas) break as such is the sentiment of many,” said Majority Leader Rodolfo Fariñas. “Gusto ng nakakarami na idaan sa full debate at pumayag naman si Speaker (Pantaleon Alvarez).”

“His (Alvarez) earlier stand was magbobotohan para sa death penalty before
Christmas,” Fariñas added, “so para ngayon makita niyo na open-minded naman si Speaker, sabi niya, sige, OK.”

The proposal advanced to the House plenary after the justice committee voted 12-6-1 to approve the bill Wednesday morning.

Under the bill, capital punishment must be imposed on heinous crimes, which are “grievous, odious and hateful offenses, which by reason of their inherent or manifest wickedness, viciousness, atrocity, and perversity are repugnant, outrageous to the common standards and norms of decency and morality.”

The bill proposed three modes of execution: hanging, firing squad or lethal injection.

The Supreme Court shall review all impositions of death penalty not later than 15 days after the judgment is promulgated.

Covered crimes were the same ones indicated in the previous law on the death penalty (Republic Act 7659): treason, qualified piracy, qualified bribery, parricide, murder, infanticide, rape, kidnapping and serious illegal detention, robbery with violence against or intimidation of persons, destructive arson, plunder, and illegal drug offenses./PN
