ILOILO City – The city government’s best practices on improved service delivery, transparency and accountability were evaluated for the 2017 Excellence in Local Governance (EXCELL) Awards of the Department of the Interior and Local Government (DILG).
EXCELL validators composed of representatives from national government agencies and a non-government organization checked the city’s compliance to national laws on Oct. 24.
“We are doing our best in all aspects of governance, in administrative, social, economic and environmental. We aim to serve the people the best we can offer and give. This validation is the main manifestation that people are the priority,” said Mayor Jose Espinosa III.
Presidential Assistant for Visayas Michael Lloyd Dino, who visited city hall early this week, told officials, department heads and heads of offices to “do what is best for the country because we need change; be relevant, don’t stay on the sides and do nothing but be excellent.”
Now on its 10th year, EXCELL recognizes best-managed local governments (LGUs) in the region that demonstrate best practices, achievements and innovations in governance, administration, social services, economic development, environmental management and local legislation.
The program also aims to advocate for transparency and accountability in governance, positively reinforce good performers, popularize replicable best practices and identify possible interventions to improve LGUs’ performance.
