ILOILO – Capitol seeks to strike an agreement with several agencies to minimize if not eliminate road crashes and promote road safety.
The provincial government is tapping the Philippine National Police, Land Transportation Office, Land Transportation Franchising and Regulatory Board, Department of Public Works and Highways, and the League of Municipalities-Iloilo.
Gov. Arthur Defensor Sr. will present a draft memorandum of agreement to the directors or representatives of these agencies on Dec. 8.
The agreement will identify the respective functions of the agencies involved in road safety matters.
If all the agencies are amenable to the agreement, Defensor will ask the Sangguniang Panlalawigan for an authority to sign.
“Then I will issue an executive order implementing the [agreement],” he said.
The proposed agreement was an offshoot of the Road Safety Summit the capitol initiated in August. The Summit sought ways to reduce fatal road crashes in the province.
The Iloilo Police Provincial Office (IPPO) has recorded 2,095 traffic accidents from January to July this year.
“Human errors” mainly caused these crashes, said Senior Inspector Nemias Pamplona, IPPO’s deputy chief, Provincial Investigation and Detective Management Branch.
They included reckless driving, uneducated driving and driving under the influence of liquor, Pamplona said.
Other causes of traffic accidents that Pamplona cited were poor road condition; absence of street lights, road signage and other warning signs; mechanical error in vehicles; and bad weather condition.
Of the 2,095 traffic accidents recorded, 77 were cases of reckless imprudence resulting to homicide and 1,156 caused physical injuries.
