MANILA – The family of drug war victim Kian Loyd Delos Santos filed criminal charges against three Caloocan City policemen for the death of the 17-year-old teener.

At the Department of Justice (DOJ) yesterday, Delos Santos’ parents Saldy and Lorenza were accompanied by the Public Attorney’s Office (PAO) when they filed murder and torture complaints against Police Officer 3 Arnel Oares and Police Officers 1 Jeremias Pereda and Jerwin Cruz.
Also included in the charge sheet were the three’s supervisor, Caloocan City Police Community Precinct 7 commander Chief Inspector Amor Cerillo and other unidentified individuals.
DOJ secretary Vitaliano Aguirre, in a televised interview, said the evidence in the killing of Delos Santos clearly showed there was foul play involved.

“That is why we are investigating this incident carefully,” he said. “Ang kamatayan ay kamatayan. Kailanman ay isang napakalaking tragedy ‘yan sa mga pamilya ni Kian.”

Aguirre said he ordered the National Bureau of Investigation (NBI) to conduct a parallel investigation.

The Philippine National Police (PNP), on the other hand, welcomed the filing of charges as this would allow the accused policemen to present evidence in their defense in court.
The three Caloocan policemen are currently under restrictive custody. They are being investigated by the PNP’s Internal Affair Service.

During the Senate inquiry on Thursday, the three policemen claimed they were just defending themselves when they gun down Delos Santos, who they accused of being a drug runner.
Delos Santos’ family, however, insisted that the CCTV camera footage in the area can attest that Delos Santos could not have run away as he was being dragged by a policeman./PN
