ILOILO – The Sangguniang Panlalawigan urged local governments (LGUs) to enforce ordinances regulating noisy activities that may distract students from their blended learning.
The legislative body recently adopted the resolution of SP member Dorothy Paes that enjoined LGUs to limit the use of vidoekes, karaokes, loudspeakers and other sound-amplifying equipment in residential areas.
LGUs were also told to regulate all types of motor vehicles which have modified pipes or mufflers that create excessive and unreasonable noise.
“To ensure students’ welfare and protect their mental health and safety during this time of pandemic, there is a need to establish preventive measures to avoid hindrances in accessing quality education,” read part of the resolution of Paes, an SP ex-officio member being the federation president of the Liga ng mga Barangay in the province
In Iloilo City, Councilor Julie Grace Baronda introduced a measure that prohibits the use of sound-producing devices during class hours on weekdays.
Like Paes, Baronda also wanted karaoke, videoke machines, speakers, and amplified musical instruments among others to be regulated during class hours.
Baronda’s proposed measure already passed first reading during the Sangguniang Panlungsod’s regular session on Oct 13. It was then referred to the Committee on Rules chaired by Councilor Romel Duron who set the committee hearing this week.
