AKLAN — Former Sangguniang Bayan (Municipal Council) Member Tim Bryan Teodosio has officially assumed office as the new mayor of Libacao, Aklan, with Winston “Ton-Ton” Navarosa stepping in as vice mayor following the dismissal of the father-and-son tandem of Vincent and Charito Navarosa.
Teodosio and Navarosa took their oaths on Wednesday, November 19, 2025, at the Aklan Regional Trial Court, after the Office of the Ombudsman denied the motion for reconsideration filed by the Navarosas. The dismissal order stems from a case filed by a private company alleging violations of Republic Act 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees, in relation to a local project in Libacao.
The Ombudsman’s directive, implemented through the Department of the Interior and Local Government (DILG) Region 6, permanently removed the Navarosas from office. The dismissed officials also face cancellation of eligibility, loss of retirement benefits, and lifetime disqualification from holding public office.
Teodosio, who garnered the highest number of votes among Sangguniang Bayan members in the last election, replaces Vincent Navarosa as mayor. Meanwhile, Winston “Ton-Ton” Navarosa, the son of former Mayor Charito Navarosa and the second-highest vote-getter in the council race, assumes the vice mayoral post. Assistant legal officer of DILG 6, Atty. Cyra Mae Eustaquio, said the denial of the Navarosas’ motion for reconsideration confirms the Ombudsman’s initial decision, enforcing their dismissal from public service.
In his first media briefing as mayor, Teodosio assured the public that no contractual employees or job order personnel would be terminated following his assumption of office. He also pledged to continue the projects and progress initiated by the Navarosas in the town.
The new mayor noted that he has yet to hold a formal discussion with the former mayor, and no official turnover has taken place. The dismissal of the Navarosas was ordered by the Ombudsman and implemented through DILG Region 6 Western Visayas on Tuesday, November 18, following a complaint filed by a private company./PN
