Mayor Nilo Jesus Antonio Lizares III of Talisay City, Negros Occidental is facing criminal and administrative complaints before the Office of the Ombudsman for terminating city hall employees in 2016.

BACOLOD City – The Office of the Ombudsman will proceed with an investigation regarding the criminal and administrative complaints filed against Mayor Nilo Jesus Antonio Lizares III of Talisay City, Negros Occidental.

Former Talisay City government employees Mary Jane Julie Pabiana and Ronnie Necesario lodged the complaints before the Ombudsman office in Cebu City on Dec. 7 last year.

The complaints – docketed as OMB-C-C-17-0522 (criminal) and OMB-A-17-0550 (administrative) – were in relation to a notice of termination they received on Aug. 1, 2016, a couple of weeks after Lizares assumed as mayor.

Pabiana and Necesario said Lizares “whimsically and capriciously dismissed them from employment without any valid cause and due process.”

Former Talisay City mayor Eric Saratan appointed Pabiana and Necesario as regular employees at the city hall during his term.

The two workers also filed an appeal before the Civil Service Commission Region 6 in Iloilo City and the latter found that their removal from service was “not in order.”

Ombudsman for Visayas acting director Gaudioso Melendres Jr., in behalf of Deputy Ombudsman for Visayas Paul Elmer Clemente, directed Lizares through a Jan. 30 letter to submit a counter-affidavit and other controverting evidences against the charges lodged against him.

Lizares was given 10 days upon receipt of the letter to submit the affidavit and the evidences to the Ombudsman.

Panay News was still reaching Lizares for comment as of press time.

Necesario and Pabiana were two of the 15 Talisay City government employees who were terminated during Lizares’ term in 2016.

The 13 other sacked employees had also filed separate complaints against Lizares before the Ombudsman./PN
