ILOILO – Local governments units and government agency field offices were urged to localize national-level disaster risk reduction and management (DRRM) plans, the executive director of the National DRRM Council said.
Such plans involve preparedness, drafted by the Interior department, and response, drafted by the Social Welfare department, Undersecretary Ricardo Jalad told the press.
“But these are national-level plans,” Jalad said after the regional Gawad Kalasag awarding ceremony. “Government agencies at the regional level and local government units should have their [respective] implementing plans.”
Organized by the Office of Civil Defense (OCD) Region 6, the awarding was held at Smallville 21 hotel on Friday Aug. 4. Jalad – also the OCD national administrator – graced the ceremony.
“The strength of our DRRM lies so much on localizing DRRM plans,” he said. “There has to be adequate preparedness [especially] in local government units.”
Jalad cited Republic Act 10121, an Act strengthening the country’s DRRM system by providing for the national DRRM framework and institutionalizing the national DRRM plan.
“There is capacity-building at different levels, from national and regional to the LGUs (local government units),” he said. “There has to be organization and funds, [or] the local disaster risk reduction and management funds.”
Of the DRRM funds, 70 percent may be used for preparedness, while 30 percent may be set aside as quick response or standby fund, said Jalad. “There has to be wise utilization of funds for preparedness,” he advised. (PNA)
