BACOLOD City — The Land Transportation Office-Negros Island Region (LTO-NIR) intensified its campaign against colorum vehicles and unauthorized public transport operations following the apprehension of a van carrying 10 passengers in Bacolod City on September 15.
The LTO-NIR Regional Law Enforcement Service (RLES), led by Officer-in-Charge Regional Director Jeck D. Conlu and Assistant Regional Director Monico A. Puentevella Jr., apprehended the van at around 9 a.m. in Barangay Singcang.
The van was reportedly transporting passengers from Kabankalan City to Bacolod City, with each passenger allegedly paying P230 for the trip.
The operation was part of the agency’s enforcement of Republic Act No. 4136, or the Land Transportation and Traffic Code, which regulates the use and operation of motor vehicles on public roads.
“We will continue to go after colorum operators. Our priority is the safety of every riding public,” Conlu said.
In a separate enforcement action, the LTO-NIR Intelligence and Investigation Unit served a resolution on the registered owner of a van allegedly involved in an evasion incident in Talisay City, Negros Occidental.
The vehicle reportedly failed to stop during a routine inspection on July 7, 2026.
The registered owner was subsequently required to explain why administrative action should not be taken for allegedly failing to exercise due diligence in the use of the vehicle.
The resolution was served at the owner’s residence in Barangay Mansilingan, Bacolod City. However, no one was present at the residence, prompting enforcement personnel to leave the document in the mailbox.
The LTO-NIR said the enforcement actions form part of its continuing efforts to hold vehicle owners and operators accountable and ensure compliance with transportation laws, particularly those involving unauthorized public transport operations.
