MANILA – President Rodrigo Duterte was urged to certify as urgent a bill giving him emergency powers to address the traffic problem in Metro Manila.

This is the “fastest way” to compel the Senate to act quickly on the “much-needed” legislation, according to Sen. Grace Poe.

Poe is the main proponent of Senate Bill No. 1284, or “An Act Compelling the Government to Address the Transportation and Congestion Crisis Through the Grant of Emergency Powers to the President.”

The public services committee asked the Department of Transportation, the Department of Public Works and Highways and the Metropolitan Manila Development Authority to submit their concrete plan to the plenary when deliberations on tax reform and budget ends.

Poe said these agencies promised to submit a “comprehensive report” on key transportation projects to ease traffic flow “before the session break.”

A certification of urgency from the President will allow Congress to pass the measure on second and third reading within the same day, said Poe.

Based on the legislative calendar, the 17th Congress’ session will adjourn on Dec. 16 and lawmakers will reconvene on Jan. 14 next year./PN
