ILOILO City – The Department of Interior and Local Government (DILG) here is gearing for a massive information drive on federalism taking off next month.
Atty. Ferdinand Panes, DILG Iloilo City director, said all personnel of the department in Western Visayas, following the kickoff of the 26th anniversary of the Local Government Code (LGC) held in Roxas City, Capiz last week, were oriented anew on federalism.
Orientations done before and initiated by some volunteer groups were mostly on the general principles of federalism, he explained.
DILG has tasked the Local Government Academy (LGA) to come up with a model, which initially is like a “modified Philippine style,” he said.
It’s going to “suit” the culture of the Filipino, he added.
While the DILG is at the forefront of the drive, they may also invite interested groups to be part of the information campaign.
Panes said the government is “serious” in its plan to shift to federalism. One of its aims is to uplift conditions of local government units (LGUs) and for each federal state to become self-reliant.
The shift to federalism is “stronger than the autonomous provision of the Local Government Code,” he said.
LGC is significant because it paved the way to the realization of the constitutional provisions granting “local autonomy to LGUs,” said Panes.
However, up to this day, the provisions of autonomy are yet to be realized.
A good number of LGUs, according to Panes, have not availed themselves of the “taxing powers,” hence they are dependent on their Internal Revenue Allotment share. (PNA)
