MANILA – The Sandiganbayan ordered the arrest of Moro National Liberation Front chairman Nur Misuari over the alleged anomalous procurement of educational materials when he was still governor of Autonomous Region in Muslim Mindanao (ARMM).
Its Third Division issued a warrant of arrest after finding probable cause to indict Misuari and former ARMM officials Leovigilda Cinches, Pangalian Maniri, Sittie Asia Usman, Nader Macagaan, and Cristeta Ramirez for graft and malversation charges.
Documents submitted by the Office of the Ombudsman showed the requisition and issue vouchers, disbursement vouchers, and purchase orders worth P115 million that Misuari approved from 2000 to 2001.
“The court finds that there is probable cause for the issuance of warrants of arrest against the accused for graft and malversation charges,” read part of the 18-page resolution made public on Tuesday.
Misuari was ordered charged with graft and malversation through falsification (three counts each) for allegedly conspiring with his co-accused in “giving unwarranted benefits, advantage and privilege” to three private companies.
Ombudsman investigators noted that there were no such educational materials delivered by MBJ Learning Tools, CPR Publishing, and White Orchids Printing and Publishing House.
“The respondents also conspired to take, appropriate or misappropriate the said amounts by supposedly falsifying the corresponding procurement documents for the educational materials,” the decision read./PN
