BACOLOD City – Village chief Noli Villarosa of Barangay Tangub said he did not receive a letter from Bacolod-Silay Airport manager Ma. Mecine Reyes requesting the removal of structures built by illegal settlers at the edge of an old runway in Barangay Singcang-Airport.

The letter – dated Aug. 23 – was released to the media on Thursday.

When Villarosa was asked if he received the letter, he plainly replied “wala” through a text message to this reporter.

Villarosa confirmed permitting 10 families to build their houses at Runway 04 of the old Bacolod Airport on the condition that they will vacate the land when the government needs it, a report from the Security and Intelligence Service in-charge officer of the Civil Aviation Authority of the Philippines (CAAP) showed.

Villarosa told CAAP officer that the families will serve as “lookouts for rumbles among teenagers and bottle-throwing incidents and plant vegetables in the area.”

But the property is owned by the CAAP as evidenced by the Certificate of Titles in the name of Civil Aeronautics Administration, which was transferred in ownership by Republic Act 9497.

CAAP has jurisdiction over the land, said Reyes.

In line with this, Reyes sent a letter to Villarosa ordering him to tell the illegal settlers to remove their structures and vacate the area.

Reyes said any construction or occupant in the area must have the authorization and approval of CAAP.

The CAAP did not receive any communication asking to occupy or build structures in the land, Reyes added./PN
