BACOLOD City – The Sangguniang Panlungsod (SP) has not yet received from the Department of Public Services (DPS) any report on the performance of the city government’s garbage collector.
Councilor Renecito Novero stressed the “monitoring report” is required under the SP resolution that granted Mayor Evelio Leonardia the authority to enter into a contract with IPM Construction and Development Corp.
Under a P59.4-million environmental sanitary service deal, the IPM shall collect the city’s garbage on a “total cleanup” basis from Sept. 2 to Dec. 31.
The SP granted Leonardia the authority to sign the contract on behalf of the city government via Resolution No. 09-16-512 dated Aug. 30, 2016.
In the resolution, a colatilla stated the DPS must submit to the SP a monthly report on the “activities and accomplishments” of the IPM.
But the DPS has not yet submitted any of such report, Novero stressed.
The IPM had been a subject of complaint, specifically its alleged failure to thoroughly collect garbage in subdivisions.
The contractor has apologized, saying it had to with the “backlog” left by the previous collector and their schedule.
Councilor Ricardo Tan called for transparency in the IPM’s operation.
“We deserve no less than our money’s worth,” he said. “We need to inform our people about our contractor’s performance.”
But DPS head Nelson Sedillo said he had submitted a report but to Leonardia.
Sedillo said he submits his report first to Leonardia, his boss under the local executive branch and at the same time the chairman of the city’s Solid Waste Management Board./PN
