BACOLOD City – MassKara Festival revelers will not be exempted from city ordinances, particularly the one that prohibits smoking in public areas, the Silver MassKara Festival Organization (SMFO) said.
The Anti-Smoking Ordinance (City Ordinance No. 641, series of 2013) will be enforced during the MassKara from Oct. 1 to 22, particularly at festival sites, said SMFO head Eli Francis Tajanlangit.
MassKara has three festival sites, or areas where major activities will be held: the public plaza, the Bacolod City Government Center in Barangay Villamonte and the Tourism Strip on Lacson Street.
Tajanlangit said he will discuss with Councilor Caesar Distrito, vice chairman of the Bacolod Anti-Smoking Task Force, on how to go about the enforcement.
“I think there should be designated areas for smoking,” said Tajanlangit.
That MassKara is an important tourism event in the city makes it all the more necessary to enforce city ordinances, he added.
The Anti-Smoking Ordinance prohibits smoking in public areas and the establishment of smoking areas in hospitals, schools, laboratories, clinics, plazas, and recreational areas for children.
Violators will be fined with P500 on first offense, P1,000 on second offense, and P2,500 or a 30-day imprisonment on third offense. Penalties for erring establishments include the cancellation of business permit./PN
