CEBU City – Mayor Tomas Osmena is reviving the P50,000 “defense fund” for law enforcers who kill illegal drug pushers, users and other criminals in legitimate operations.
After winning in May 2016, Osmeña gave cash rewards to police but stopped two months later.
He clarified that the cash reward is not a motivation for law enforcers to kill anybody. He said he calls it a “defense fund,” which will help pay for the legal fees of officers facing mandatory investigation.
Osmeña said the government does not provide legal defense for law enforcers facing cases for acts performed in the line of duty.
And the Commission on Human Rights is running after law enforcers even if the killing is clearly done in the line of duty, he said.
Top law enforcement officials welcomed the news.
While police work without expecting any reward, the cash reward will help motivate them to conduct more operations, said Chief Superintendent Noli Talino, director of the Police Regional Office 7.
Philippine Drug Enforcement Agency Region 7 director Yogi Ruiz, meanwhile, said their intention is primarily “to arrest their targets, but will act accordingly if suspects forcefully resist.”
Ruiz said the cash reward will encourage his agents to perform better.
Osmeña said the giving of the cash reward will be done without fanfare. He also promised to shoulder any additional costs if the P50,000 is not enough. (PNA)
