ILOILO City – Want to get rich quick? Join the hunt for suspected drug lord Richard “Buang” Prevendido of Barangay Bakhaw, Mandurriao district.
The City Peace and Order Council (CPOC) chaired by Mayor Jed Patrick Mabilog approved a half a million pesos reward to whoever could give information that would lead to the successful arrest of the Philippine Drug Enforcement Agency-identified drug personality.
The P500 thousand bounty was recommended by the Iloilo City Police Office (ICPO).
“The money would be sourced from the intelligence fund of the city government,” said Mabilog during CPOC’s meeting yesterday at city hall.
Prevendido remains at large. The Dec. 31, 2016 deadline that Chief Superintendent Jose Gentiles, regional police director, gave his men to arrest the suspect passed without positive result.
According to Senior Superintendent Remus Zacharias Canieso, city police director, the monetary reward would only be released to the civilian informant.
The arresting uniform police personnel and police “assets” were not qualified for the bounty.
Canieso also said the award would be released regardless of which law enforcement agency the informant contacted.
On Jan. 16, operatives of the Iloilo Police Provincial Office (IPPO) scoured a hinterland barangay in the municipality of Anilao, Iloilo for Prevendido.
The village of Agsalanan in Dingle town where Prevendido had relatives was also checked.
“Negative. But we have men monitoring the area,” said Senior Superintendent Harold Tuzon, IPPO director.
Tuzon said his men were checking Prevendido’s presence in five Iloilo towns but did not identify these.
He believed Prevendido was still in Iloilo but “highly mobile.”
Tuzon also disclosed receiving information the Prevendido was in Capiz.
Early this month, he said his men got tips that Prevendido was in the 2nd or 5th districts of Iloilo province.
In a previous interview, Gentiles said the Police Regional Office 6 was dangling monetary reward to whoever could give information leading to Prevendido’s arrest but he did not disclose any amount.
“Pero may cash reward man or wala, our policemen are hunting him down. Hindi tayo hihinto sa paghanap sa kanya,” Gentiles told Panay News.
IPPO’s Tuzon also declined to say how much his own police command would be giving informants. All he said was that the money would be taken from the provincial police’s confidential fund.
“Prevendido is elusive but hindi tayo hihinto sa pag-hunting sa kanya until he is arrested,” said Gentiles.
The police regional office has started circulating photos of Prevendido.
BOUNTY FOR OTHER DRUG SUSPECTS
Aside from Prevendido, the city police also recommended a P10,000 bounty for nine other identified high-value drug suspects in Iloilo City with standing arrest warrants. These fugitives from justice are the following:
* Ariel Prevendido of Barangay Bakhaw, Mandurriao,
* Troy John Prevendido of Barangay Bakhaw,
* Ana Prevendido Penecilla of Barangay Bakhaw,
* Romeo “Boyet” Pudadera Penecilla of Barangay Tanza Rizal Estanzuela, City Proper,
* Rampart Gregori of Barangay Desamparados, Jaro
* Errol Barcebas of the City Proper
* Jessica Mino of Molo district
* Ma. Beauty Dela Cruz of Barangay Bakhaw, Mandurriao, and
* Niven Dejeron of Barangay Desamparados, Jaro.
In determining the bounty, the CPOC followed the following guidelines:
* gravity of violation of case filed against the subject person (selling, trafficking, transporting, maintaining drug den, possession, visiting drug den, among others)
* status of the watch-listed high-value target in the drug group (financier, pusher, courier, among others), and must have a pending warrant of arrest.
Assistant regional director Levi Ortiz of the Philippine Drug Enforcement Agency (PDEA) admitted that Prevendido was hard to catch.
“He was constantly moving. We even received reports that he already left Western Visayas,” said Ortiz.
A lot of suspected members of the Prevendido drug group were caught in recent months, including the “high-value” Bonie Prevendido, Richard’s nephew.
Gentiles said Prevendido’s house and his relatives were being monitored continuously.
The police received information that the suspect would return home occasionally.
Last Oct. 31, 2016 PDEA operatives raided Prevendido’s house in Barangay Bakhaw, Mandurriao and seized a total of 83.235 grams of shabu valued over half a million pesos./PN
