ILOILO City – Pavia municipal councilor and ex-officio Iloilo Provincial Board member Jo Jan Paul J. Peñol has clinched the presidency of the Philippine Councilors League (PCL) – Western Visayas, positioning himself to steer more than a thousand local legislators toward what he calls a “united, proactive, and service-driven” regional federation.
Peñol filed his Certificate of Candidacy during the PCL Capacity and Leadership Training for Provincial Federation/City Chapter Officers on Dec. 9 and later emerged victorious in the 2025 PCL Western Visayas Regional Assembly Election.
His election, according to the PCL, anchors on a platform emphasizing strong, ethical, and empowered local leadership, aligned with ongoing efforts to strengthen teamwork, chapter development, and transformational governance across the region.
The Sangguniang Panlalawigan (SP) of Iloilo, led by Vice Gov. Nathalie Ann Debuque, lauded Peñol’s ascent.
“This remarkable achievement is a resounding testament to his exceptional leadership, unwavering dedication, and steadfast commitment to uplifting local governance. His passion for public service continues to inspire legislators across the region,” the SP said in a statement.
The SP added that under Peñol’s leadership, Western Visayas is poised for “stronger collaboration, progressive initiatives, and transformative programs” that will empower councilors and elevate public service.
His new mandate signals “a promising chapter of purposeful, people-centered, and service-driven leadership,” the SP further noted.
