MANILA – Front-runner Ilonggo candidate Gualberto “Dodoy” Bernas IV, OIC City Treasurer of Parañaque City, wants the Philippine Association of Local Treasurers and Assessors (PHALTRA) to look after the welfare of its members with free legal and hospitalization assistance and continuing training programs if he is elected national president.
Bernas, who rose from the ranks to become city treasurer of two Metro Manila cities, said PHALTRA has lost its relevance as a national organization because it failed to address the needs of its members from all over the country.
“PHALTRA is for every treasurer and assessor, not just for the officers occupying positions in the association,” Bernas said.
Bernas started as clerk in the Iloilo Provincial Treasurer’s Office back in the 1980s.
An estimated 6,000 delegates composed of municipal, city and provincial treasurers and assessors will converge at the Philippine International Convention Center (PICC) from Feb. 21 to 24 to discuss current issues affecting them, especially in the area of revenue generation for local government units (LGUs).
According to Bernas, he wants to replicate best practices that he and many other treasurers and assessors have documented from successful members in their respective LGUs.
Bernas served as municipal treasurer of Tigbauan, Iloilo before becoming the provincial treasurer of Capiz.
He said it is important that PHALTRA members feel they have the protection and support of the organization to enable them to carry out their work better.
In the past, PHALTRA has strayed from its true purpose because it became the “milking cow” of national officers who now want their handpicked candidates to run the organization.
“The past national officers opposing the candidacy of Dodoy (Bernas) are afraid their anomalies would be unearthed especially with the transparency and accountability platform he is espousing,” said a local treasurer in Iloilo Province who asked not to be identified./PN
