MANILA – Sen. Loren Legarda urged the Department of Trade and Industry (DTI) to strengthen livelihood opportunities for those in the poorest provinces.
Legarda, chairwoman of the Committee on Finance, directed the department to give regions with high poverty incidence priority in the Shared Service Facility (SSF) Project.
The SSF Project is implemented under DTI’s Micro, Small and Medium Enterprises (MSME) Development Program, which provides beneficiaries essential tools and guidance necessary to start a business.
“I want you to look deeper into the situation and find ways on how we can reach the bottom of the pyramid – those who are not capable of joining trade fairs and those who have skills and indigenous resources but are unable to register or acquire the usual permits – so we can open up more opportunities for them,” Legarda said during the hearing for the proposed 2017 budget of DTI.
The lawmaker from Antique also asked the Trade secretary to come up with the required amount needed to help MSMEs in the 20 poorest provinces in the country.
DTI has also been encouraged to “take a more proactive approach” in helping with the reintegration of the marginalized by conducting entrepreneurship and livelihood training, with a focus on rural enterprise.
“We have to help those who have greater needs, those who will never be employed in mega businesses but could still have a fighting chance for profitable means of livelihood,” Legarda said./PN
