BACOLOD City – The public hearing on the proposed ordinance that will regulate riding on motorcycles in the city – scheduled today – was postponed.
This was after Malacañang ordered suspension of work in government offices in line with the nationwide transport strike today and tomorrow.
Councilor Dindo Ramos, chairman of the Sangguniang Panlungsod (SP) committee on transportation and traffic, put the schedule of the public hearing on hold pending confirmation of the session hall’s availability.
Ramos earlier said they invited stakeholders, including motorcycle clubs, to attend the public hearing, which was supposed to start 2 p.m. today.
Ramos wanted to hear the concerns and suggestions of the stakeholders regarding the proposed ordinance.
The proposal prohibits riding on motorcycles in the city from 9 p.m. to 4:30 a.m.
This is to avoid “riding-in-tandem” crimes that have been rampant in the city for the past weeks.
Ramos said the proposed ordinance has exceptions.
It excuses female back riders, minors below 12 years old, and those who are constrained to ride a motorcycle due to emergency, which will be determined by apprehending officers.
“I have observed that there are several violent reactions. They have to read the proposal. That’s why I am inviting all stakeholders,” Ramos said.
He added that the exemptions may expand depending on the outcome of a series of public hearings.
The councilor also appealed to the public to “give the proposal a chance.”
If passed, the Bacolod Traffic Authority Office, Bacolod City Police Office and the City Legal Office will enforce the regulation./PN
