MANILA – Sen. Risa Hontiveros commended the Department of Health for signing an Administrative Order (AO) governing its implementation of the mental health program in the country.
The AO contains a “comprehensive” policy framework on how services for mental health care will be carried out at all levels of the health system, including health rural units and barangay health stations.
“It is a step in the right direction. It creates added momentum in our desire to pass a comprehensive mental health law to capably respond to the mental health needs of the people,” Hontiveros said.
In the Senate, Hontiveros authored Senate Bill No. 1190, or the Philippine Mental Health Act, which seeks to identify and solidify the rights of persons with mental health needs.
The proposal also calls for the establishment of psychiatric and neurologic services in regional, provincial and all tertiary level hospitals.
The chief of the Committee on Health said the AO is a “great boost” for the passage of her measure.
For her part, Health secretary Paulyn Ubial said the AO sets “standards” on the strategies in the promotion of mental health.
The Department of Health has proposed an allocation of P200 million for the mental health program in 2017.
Data from the government revealed that 1 in 5 adult Filipinos have a mental or psychiatric disorder. From 1992 to 2012, the number of suicide cases in the Philippines has seen an upward trend./PN
