BACOLOD City – The Office of the Building Official (OBO) ordered the Bacolod Bulk Water, Inc. (BBWI) to stop all its operations pending approval of its application for a certificate of occupancy.
OBO head Isidro Jun Sr. said they issued a notice of violation to BBWI on Nov. 28, which the latter received on Nov. 29.
The notice was issued after OBO personnel conducted an inspection at the BBWI building in Barangay Granada, where the Injection Point 1 of the city’s bulk water project is located.
OBO personnel found that BBWI violated Section 309 of the National Building Code, which requires a party to secure a certificate of occupancy before fully operating, thus the administrative sanction.
Yesterday, Sun said the BBWI has just applied for the certificate. He added that another inspection will be conducted but he was not quite sure when.
The OBO shall issue the certificate to BBWI within 30 days after the final inspection.
Earlier, Jenelyn Gemora, assistant general manager of the Bacolod City Water District (Baciwa), and Ryan Yapkianwee, BBWI chairman, said the Injection Point 1 will “fully” operate tomorrow, Dec. 3, the same day when the test run for bulk water delivery across the city will end.
The test run was conducted to determine the problems that may arise when full bulk water delivery in the city starts.
Yapkianwee told Panay News that the Dec. 3 target delivery date may be postponed if BBWI fails to secure the certificate of occupancy from the OBO.
On March 2, 2016, Baciwa and BBWI entered into a P1.1-billion contract for the bulk water project.
Under the contract, BBWI must supply water to the city from two water plants: the Injection Point 1 in Barangay Granada and Injection Point 2 in Barangay Mansilingan.
