ILOILO City – A proposed ordinance requires contractors of government infrastructure projects such as roads and bridges to furnish the city government copies of their completed projects’ flexual or stress test.
According to Councilor R Leone Gerochi, proponent, this will ensure transparency and assure the public of the projects’ quality.
“For example, once matapos ang road construction, sometimes may makita kita nga diperensya. Bag-o lang gin obra may galilitik na. Mayo lang kon maglitik gilayon, at least makareklamo ‘ta dayun. But what happens kon naglitik sya after a few years tapos wala na ‘ya ang contractor?” said Gerochi.
This proposal, he stressed, is anchored on one of the requirements for the approval of completed projects by the Department of Public Works and Highways (DPWH) – the flexual test or stress test.
This is required to ensure that the concrete pavement is in accordance with the design and quality standards set by the Bureau of Research and Standards (BRS) of DPWH, said Gerochi.
The stress test is usually conducted by a third party accredited by BRS, and a written report is submitted to DPWH and contractor.
Under the proposed measure, the city engineer, upon observing that a road or bridge is completed, is mandated to send a notice to the contractor seeking a copy of the flexual or stress test result.
Non-compliance has the following sanctions:
- first offense – P5,000 fine

second offense – P5,000 and imprisonment from seven days to six months at the discretion of the court
