Town councilor facing rape charge surrenders

BACOLOD City – A town councilor accused of raping an 18-year-old Grade 11 student last year surrendered yesterday morning in Barangay Talaban, Himamaylan City, Negros Occidental.

Moises Padilla town councilor Fred Villaflor Bangcaya, 45, turned himself in to Mayor Raymund Tongson, and was handed over to the Criminal Investigation and Detection Group (CIDG) and the Himamaylan City police.

Bangcaya’s arrest warrant was issued by Acting Presiding Judge Eric Anthony Ateniao Dumpilo of the Regional Trial Court, Branch 64 (Guihulngan, Negros Oriental) on Oct. 15, 2021.

Rape is non-bailable.

Based on information released by the Negros Occidental Police Provincial Office, Bangcaya was listed as No. 28 in the province’s most wanted persons.

Aside from five counts of rape, Bangcaya also had a pending warrant of arrest for five counts of a charge of acts of lasciviousness issued by Judge Ma. Lynette Salhay Eusebio, presiding judge MCTC, sixth judicial region, Isabela-Moises Padilla Negros Occidental dated Dec.2, 2021./PN
