ILOILO City – Mayor Jose Espinosa III is unfazed by reports that New People’s Army (NPA) hit men have descended to this city.
“We are open to them…kun magkadto sila diri magtulotan-aw man lang kag wala man lang mga firearms. This is a free a free country,” said Espinosa.
But he encouraged barangay captains to monitor transients entering their villages.
Citing big events in December and January in this city and the security challenges these post, Espinosa said monitoring transients makes sense.
A cell phone text message that went viral recently talked about the so-called deployment of the NPA’s Special Partisan Unit (SPARU) to the city.
Police and the military regard the SPARU as the NPA’s assassination squad.
The text message read: “Received from reliable source. Positive ang report halin sa Leon, deployment of NPA SPARU hit men sa Barangay Sto. Niño Sur, Sooc, Calaparan, Calumpang, Timawa, North Baluarte. Members aging from 19 – 35 years old…”
It was unclear from where the text message emanated. It linked a Chinese businessman and his Filipina wife to the SPARU as financiers.
“Please exercise personal safety and situational awareness everytime,” the text message further read.
Espinosa said the police are verifying the veracity of the text message.
“Sa mga pumoluyo nga nagakabalaka, that report ginapa-verify naton,” he said.
The text message circulated days after the NPA ambushed policemen in Barangay Bolo, Maasin, Iloilo on Nov. 24. One policeman was killed and 12 others were wounded.
The Iloilo City Police Office urged residents to report any suspicious activities or persons in their areas.

Espinosa said some barangay captains proposed a “sort of an ID system.”
Those who want to rent a house or rooms have to pass by the barangay hall to register so they can be properly monitored, the barangay officials proposed. (With a report from the Philippine News Agency/PN)
