15-day moratorium on LSI’s return to Sibalom

SIBALOM, Antique – For 15 days from Nov. 16 to 30, this municipality won’t be temporarily accepting returning locally stranded individuals (LSIs).

This two-week break will give Sibalom’s exhausted coronavirus pandemic frontliners time to rest, according to Mayor Gian Carlo Occeña in Executive Order No. 2020-054-XI imposing the moratorium.

This will also give the local government of Sibalom enough time to prepare the town’s new coronavirus disease 2019 (COVID-19) isolation facility.

For months, several classrooms of Sibalom National High School were utilized for the isolation of COVID-19 cases. The local government eventually decided to vacate some of the school’s classrooms.

Just this Nov. 5, Antique’s Gov. Rhodora Cadiao issued an executive order extending the duration of the low-risk modified general community quarantine in the province.

She listed the requirements that returning LSIs must meet:

* secure a certificate of acceptance and a certificate of coordination from the receiving local government unit

* secure a medical certificate from their place of origin stating that they are not persons under monitoring or persons under investigation, and that they do not have any other infectious disease

* secure travel authority from the municipality/city police station of their place of origin

* undergo a health risk assessment upon arrival in Antique and a 14-day quarantine at the Community Isolation Facility at their receiving municipality

* LSIs who are senior citizens, pregnant and those with comorbidities or immuno-compromised may undergo a 14-day home quarantine upon arrival in Antique provided there houses are compliant with minimum isolation standards of the Department of Health

* depending on the risk assessment of the Municipal Health Office, home quarantine may be allowed for LSIs and returning overseas Filipinos of municipalities with congested community isolation facilities

* food and supplies needed by the LSIs and returning overseas Filipinos while in isolation facilities shall be their families’ responsibility

* the travel of LSIs to the Port of Caticlan shall be every Monday and Thursday only; their cargo shall be limited to 15 kilograms only/PN
