ANTIQUE – This province is under coronavirus pandemic Alert Level 2 from Nov. 1 to 15 as ordered by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID).
If an area is under Alert Level 2, it means coronavirus disease 2019 (COVID-19) transmission is low and decreasing, its healthcare utilization is low, or case counts are low but increasing, or case counts are low and decreasing but total bed utilization rate and intensive care unit utilization rate is increasing.
Corollary to this, the provincial government released Executive Order No. 206 setting guidelines for inbound travel, particular returning Antiqueños and Authorized Persons Outside of Residence (APOR).
For returning Antiqueños
* secure a Notice of Coordination and Acceptance
* for persons (including infants and children) not fully vaccinated against COVID-19 vaccine, secure a negative reverse transcription polymerase chain reaction (RT-PCR) test result
* for the fully vaccinated, present a COVID-19 vaccination card issued by a legitimate vaccinating establishment and certificate of vaccination from the vaccination site or Department of Health (DOH) portal (vaxcert.doh.gov.ph).
* provide an approved S-Pass quick response or QR Code (apply for S-Pass at least 12 hours before travel to give leeway to the coordinators to process the request).
For APOR
Authorized persons outside of residence of national government agencies, their attached agencies and other local government units, travelling on official business and coming from places outside of Region 6 shall:
* provide their travel/mission order, travel itinerary, and valid identification card
* for persons (including infants and children) who are not fully vaccinated against COVID-19, secure a negative RT-PCR test result.
* for the fully vaccinated, present a COVID-19 vaccination card issued by a legitimate vaccinating establishment and certificate of vaccination from the vaccination site or DOH portal (vaxcert.doh.gov.ph)
* provide an approved S-Pass quick response (QR) Code (apply for S-Pass at least 12 hours before travel to give leeway to the coordinators to process the request)
Also, while Antique is under Alert Level 2, agencies and instrumentalities of the government shall remain fully operational but shall adhere to at least 50 percent onsite capacity while applying work-from-home and other flexible work arrangements.
Legal forms of gambling authorized by the IATF-EID or the Office of the President shall likewise have the imprimatur of the Sangguniang Bayan (which has jurisdiction over the principal place of business) and the Sangguniang Panlalawigan before they are allowed to operate in the province.
The maximum load capacity of public utility vehicles within Antique shall be 70 percent of their normal capacity. Operators shall provide their vehicles with clean, transparent, and impermeable barriers.
Meanwhile, leisure activities in Department of Tourism (DOT)-accredited resorts are now allowed such as swimming, snorkeling, kawa hot bathing, kayaking and trekking.
Also, the operation of accommodation establishments and restaurants shall be allowed subject to the guidelines issued by the DOT.
Indoor and outdoor/al fresco dine-in services shall be at 50 percent of their normal seating capacity.
Non-Antiqueño tourists are required to present the following:
* valid ID
* COVID-19 vaccination card or medical certificate stating that the holder is not eligible for COVID-19 vaccine
* proof of booking reservation issued by DOT-accredited resort or hotel
Antiqueño tourists, on the other hand, only need to present a valid ID.
The liquor ban is lifted. Drinking liquor in public is allowed until 9 p.m.
Curfew is from 10 p.m. to 4 a.m.
But APOR, nightshift essential workers, persons with medical needs or emergencies, and persons availing themselves of urgent legal aid are exempted from the curfew./PN
