BACOLOD City – The Congress will call a constituent assembly January next year for the proposed shift to a federal form of government, according to Rep. Karlo Alexei Nograles (Davao City, 1st District)
Nograles – who attended the MassKara Festival highlights on Oct. 22 – said the House committee on constitutional amendments will start deliberating the matter when Congress resumes session in November.
“We are proposing that under the federal form of government, Congress will still have two houses but members of the Senate will be elected by federal states or regions,” Nograles said.
He added, “We can also have the unicameral form, wherein we will only have one house in Congress.”
On the other hand, Nograles said the reports that a plebiscite will be conducted before the 2019 elections are “just speculations.”
Reports of having a plebiscite surfaced after the postponement of midterm elections this year.
Nograles also denied that “a transition government will be created.”/PN
