BACOLOD City – Proper coordination between the local government and law enforcement agencies must be observed next time in implementing President Rodrigo Duterte’s Executive Order (EO) 28, according to Executive Assistant Ernie Pineda.
Pineda, head of the city’s market coordinating and monitoring task force, said this after Allan Pacheco, president of the firecrackers vendors association in the city, and several others filed a joint complaint against Senior Superintendent Francisco Ebreo, officer-in-charge of the Bacolod City Police Office, before the Police Station 1 on Monday.
Pacheco said Ebreo and his men around 8:30 a.m. on Dec. 31 confiscated their products despite them having permits and licenses from the city government and the Department of Trade and Industry (DTI).
According to Pineda, Ebreo and his men confiscated from the vendors several firecrackers including “five star” for they were “illegal.”
The police claimed that the vendors violated EO 28 and Republic Act (RA) 7183, which both regulates the manufacture, sale, distribution, and use of firecrackers and other pyrotechnic devices.
The police officers also said the vendors were already informed them about what kinds of firecrackers were allowed to be sold and not, said Pineda.
But the confiscated itemspassed the DTI standards, Pineda stressed.
Pineda added that the information materials that police officers distributed showed that the sale of the firecracker “five star” is not prohibited under the laws.
Aside from the implementation of the EO and RA 7183, the vendors also suffered revenue losses due to the bad weather and the city’s public campaign to join the year-end fireworks display at the Bacolod City Government Center./PN
