ILOILO City – The preparation of the Commission on Elections (Comelec) Region 6 for the synchronized barangay and Sangguniang Kabataan (SK) elections on Oct. 23 is in full swing, according to Director Dennis Ausan.
Although the House of Representatives already voted to postpone the elections to next year, the Senate has yet to make up its mind.
Under Republic Act 10923 which set the poll date on Oct. 23, the election period begins this Saturday, Sept. 23 and ends on Oct. 30.
Ausan said Sept.23 is also the start of the period for the filing of certificates of candidacy. The filing period ends on Sept. 30.
Should Congress finally pass a law postponing the elections, Ausan said, Comelec will follow it.
“Kami ‘ya sa Comelec being the enforcement agency, magapatuman lang sina, that is, suspend everything sa preparation kag sundon naton kun may layi,” he stressed.
But for the moment, in the absence of such law, “Full swing kita sa preparations. Precisely, because nali for whatever reason madayun ‘ya ang election, ang Comelec preparado,” he said.
Comelec has already released resolutions on election-related gun ban and conduct of checkpoints, among others, Ausan added.
The election gun ban starts at 12:01 a.m. on Sept. 23.
“What we are doing right now is disseminating all these resolutions of the Commission para sa guidance sang tanan. Damo nagakadto sa field offices, municipalities makuha pormas and COCs, ginahatag naton with instructions on how to fill them up correctly,” he revealed.
In Region 6, Comelec is closely coordinating with its usual election partners – the Armed Forces of the Philippines and Philippine National Police.
“The gun ban is absolute. No one is allowed to carry firearms except law enforcers on official duty. All permits to carry firearms outside of residences are suspended,” said Ausan.
The director also said law enforcers with guns must be in their proper uniform and rendering duty in their respective stations or areas of operation./PN
