ILOILO – Sangguniang Panlalawigan member Manny Gallar welcomed the report that an entity has been given a franchise to operate Small Town Lottery (STL) in the province.
Gallar, chairman of the committee on games and amusement, had always been pushing for the legalization of STL here. He believes it can help stop illegal gambling.
In their past two terms, Gallar said the Provincial Board recommended four applicants for STL operation and issued a certificate of no objection.
But like Gov. Arthur Defensor Sr., Gallar was clueless what entity would operate STL here.
The Board member also wanted to know how much the local government’s share would be.
Based on the revised implementing rules for STL, the provincial government has no power to endorse applicants, Gallar claimed.
Capitol’s share is also “very low” — only .75 percent — he said. “Kon pwede tani kita ka ayô much better (share)…”
STL OFFICE IN STA. BARBARA?
The authorized STL operator reportedly plans to put up its office in Santa Barbara town in the 2nd District.
But Mayor Dennis Superficial has not yet received any official document or formal communication about it.
“Assuming nga naka-comply ang operator sa tanan nga requirements sang PCSO (Philippine Charity Sweepstakes Office) kag sa province, i-consider naton…if may additional requirements from the Office of the Governor” before allowing it, Superficial said.
“Basta naka-comply and they are legal, daw wala man kita sang rason nga pamalabagan inâ sa banwa sang Santa Barbara,” he added.
Meanwhile the local government and the police will continue going after illegal gambling, stressed the mayor./PN
