BACOLOD City – Councilor Caesar Distrito urged the Department of Social Services and Development (DSSD) and the Bacolod City Police Office (BCPO) to strictly implement the curfew for minors.
Distrito, chairman of the Sangguniang Panlungsod committee on laws, ordinances and good government, also encouraged the barangays to coordinate with the DSSD and the BCPO in carrying out such action.
He believed that this will lessen incidents of vandalism, gang wars and other crimes in the city.
“Some of these crimes are committed by minors during night time,” said Distrito. “In fact, you can find so many minors in 24-hour computer and gaming shops near schools and in the downtown area.”
City Ordinance (CO) No. 486, which amended CO No. 341, regulates the operations of business establishments providing internet access, network gaming and other similar services.
Under CO No. 486, computer and gaming shops shall only be open to minors from 5 p.m. to 8 p.m. except on Saturdays, Sundays and public holidays or unless they are accompanied by their parents or guardians and teacher.
“Minors” refer to those under 18 years old, CO No. 486 further stated.
Distrito requested the enforcement unit of the City Legal Office to inspect gaming stations and computer shops through a resolution.
In a complaint, parents and teachers said there were still computer shops and gaming stations admitting minors during school hours.
Moreover, CO No. 326 prohibits minors from entering clubs, bars, videoke bars, disco houses, beer gardens, and other similar establishments in the city.
Students have been reported entering these amusement establishments, especially those located near schools.
“The city government must inculcate good values to the youth by educating them to become responsible and productive citizens,” said Distrito./PN
