ILOILO City – Under the proposed Philippine federal government, local government units (LGUs) do not need to consult the central government on what to do with their natural resources,  according to Presidential Spokesperson Harry Roque Jr.

This was also acknowledged by the Department of Environment and Natural Resources (DENR) Region 6.

In fact, the agency has been working with LGUs in the preparation of their respective Forest Land Use Plan (FLUP) within the context of sustainable forest management, said Regional Director Jim Sampulna.

Roque was here recently to grace the Dinagyang Festival.

“In the first place, (LGUs) are the owners (of their natural resources),” he said.

“With a well-prepared FLUP, LGUs are best guided on how to effectively manage their upland forests and mangroves, and rehabilitate and protect the riverbanks within their jurisdiction,” said Sampulna.

The FLUP will also help local leaders make informed decisions that are science-based, and that will have long-term benefits both for their natural resources and the people, he added.

The FLUP complements LGUs’ Comprehensive Land Use Plan (CLUP) and is an appropriate tool that promotes an active collaboration and partnership between the DENR, the LGU and other stakeholders.

It serves as a roadmap for the LGUs to manage their forestland assets with common direction, strategies and agreements on how to allocate, use, and manage the forest and forestland area thereby ensuring environmental safety and sustainability.

Since 2014, DENR-6’s technical services office has extended assistance to 24 LGUs and successfully assisted them in their FLUP preparations, said Sampulna.

The effort is also in line with DENR secretary Roy Cimatu’s thrust to protect the environment and ensure sustainable use of the country’s rich natural resources in the face of climate change and dwindling natural wealth of the nation, he added. (DENR-6/PN)
