‘Only 5% follow waste segregation policy’
BACOLOD City – Only five percent of Bacolodnons are complying with the “no segregation, no collection” policy of the city government, according to Vice Mayor El Cid Familiaran, chairman of the city’s Solid Waste Action Team (SWAT).
The policy – which was implemented in September last year – is in line with the provisions of Republic Act (RA) 9003, or the Ecological Solid Waste Management Act of 2000.
RA 9003 aims to “ensure the protection of the public health and environment” by using “environmentally-sound methods that maximize the utilization of valuable resources and encourage resource conservation and recovery.”
According to Familiaran, the IPM-Construction and Development Corp. – the city’s sole waste management contractor – gathers around 1,100 to 1,200 cubic meters of waste daily.
This translates to about 33,500 cubic meters of waste monthly, he added.
Yesterday, members of the SWAT met at the Bacolod City Government Center to discuss the low level of compliance with the waste management policy in the city.
Familiaran said he already submitted to DENR’s Environmental Management Bureau (EMB) a list of villages that violated the policy.
There were six – including barangays 8, 13, 38, Taculing, Villamonte, and Singcang-Airport – according to the vice mayor.
Familiaran added that the EMB will call the villages for a conference.
According to Familiaran, barangays have an important role in implementing the policy since they are in the frontlines.
On the other hand, Familiaran said he already passed on Jan. 11 the names of 21 Solid Waste Enforcers Educators Team (SWEET) members to Sophie Manuel, EMB regional director.
The SWEET is tasked to apprehend the violators of the “no segregation, no collection” policy.
The apprehensions stopped after it was found out that the SWEET members were not trained by the DENR.
RA 9003 states that solid waste management enforcers must be trained first before arresting violators.
The training for SWEET members does not have a fixed date yet, though, according to Familiaran./PN
