Malay to use new tool for poverty alleviation

KALIBO, Aklan – The local government of Malay will use a new system to collect data to generate anti-poverty programs.

The Community-Based Monitoring System (CBMS) is a tool that organizes and integrates gathered data to detect the extent and cause of poverty, create projects, identify eligible beneficiaries, and assess impact.

The tool was introduced by the Department of Local and Interior Government (DILG) and has been used by 510 towns across the country including three in the province: Kalibo, Lezo, and Buruanga.

A memorandum of agreement was signed between the DILG and Mayor Ceciron Cawaling for the CBMS implementation next year.

The local government of Malay has allotted P2.148 million for trainings, data consolidation, poverty mapping, and building of the CBMS database.

The poverty reduction programs created through the CBMS were funded by the DILG through its Bottoms-Up-Budgeting system, said Debra Lynn Romero, LGOO V of DILG Aklan.

At least 55 enumerators and field coordinators will be trained to conduct an Accelerated Poverty Profiling tablet-based survey for the input in the CBMS.

Information about health and nutrition, water and sanitation, education, housing, employment, peace and order, income, and hunger will be gathered from households in 17 barangays of Malay.

Demographic reference, disaster risk reduction and preparedness, service institutions and infrastructure, physical characteristics of the barangays, budget, revenue, and expenditure of barangays will also be collected.

The towns of Numancia, Makato and Tangalan also expressed interest to use the tool. (Aklan Forum Journal/PN)
