ILOILO City – A man suspected to have worked for slain drug lord Melvin Odicta Sr. as a hit man was arrested at a restaurant in Barangay San Rafael, Mandurriao district.
The 41-year-old Michael Jancilan of Barangay Cabugao Sur, Santa Barbara, Iloilo was served with an arrest warrant for illegal gun possession around 4:10 p.m. on Wednesday. Police, however, kept his arrest under wraps until their interrogation with him wrapped up.
“We were able to trace him through a tipster,” said Senior Superintendent Henry Biñas, director of the Iloilo City Police Office (ICPO).
Jancilan is a suspect in several killings, including that of businessman Jimmy Punsalan on Aug. 7, 2013 in Barangay Bolilao, Mandurriao and Senior Police Officer 2 Rex Delos Reyes of the ICPO on Jan. 5, 2014 in Barangay Miranda, Hinigaran, Negros Occidental.
According to DyOK Aksyon Radyo Iloilo, Jancilan was also one of the men who were with Odicta and who tried to barge into the radio station on Sen. Benigno Aquino Jr. Avenue on Nov. 19, 2015.
The radio station was critical of the illegal drug trade in Iloilo and had called out Odicta.
Police said Jancilan’s day job was as carwash boy of Odicta’s fleet of taxis.
Odicta was shot to death by still unidentified gunmen in Caticlan, Malay, Aklan on Aug. 29, 2016.
Nine months after, in May 2017 Jancilan voluntarily turned himself in to the ICPO to deny trafficking illegal drugs though he admitted being a user between 2002 and 2003. He was then considered a high-value drug target of the police.
In September 2017, Jancilan was subjected to a buy-bust operation by the Iloilo Police Provincial Office and Criminal Investigation and Detection Group in Cabatuan, Iloilo but he managed to escape.
Jancilan was also tagged in the deaths of Police Officer 1 Rizaldy Hinarios of the Regional Public Safety Battalion and Freddie Animas in 2013 in Barangay Mali-ao, Pavia, Iloilo. He, however, managed to secure a settlement with the families of the two men.
Operatives of the Mandurriao police station led by Chief Inspector Juvy Navales served Jancilan’s arrest warrant.
He fled to Mindanao and moved a lot, said Navales.
