BACOLOD City – It was “human error” that caused the accident killing two construction workers in the Ayala Land, Inc. mall project in the city.
This was according to the investigators that the Department of Labor and Employment (DOLE) deployed to the construction site.
DOLE provincial head Mary Agnes Capigon said “unsafe act of the workers” was the reason that the accident happened.
Based on the DOLE findings, the construction workers – Dodie Boy Mallorca and Abraham Heracleo – failed to use the safety harness while they were concreting the beams of the building’s fifth floor.
When the scaffolding collapsed, Mallorca and Heracleo fell and died, Capigon added.
Prior to the accident, there was a power failure in the construction site. This led some workers to stop their operations, investigation further revealed.
“Maybe they (Mallorca and Heracleo) became complacent and forgot to hook the safety harness because their work is about to be done,” Capigon said.
Meanwhile, DOLE regional director Johnson Cañete already signed the work stoppage order yesterday.
The order will only stop operation in the area where the accident happened, said Capigon./PN
