CAPIZ — Officials from Barangay Baybay in Roxas City have expressed support for DILG Memorandum Circular No. 2026-009 issued by the Department of the Interior and Local Government (DILG).
The memorandum, titled “Encouraging the Enactment of Local Ordinances for Safer Cities: A Call to Action for Local Government Units,” urges local government units to craft policies that promote public safety and improve living conditions in their communities.
In a local radio interview, Barangay Captain Erwin Oroceo emphasized the importance of the directive, describing it as both timely and essential in fostering discipline and order among residents.
He said the barangay immediately convened a meeting with local officials and community stakeholders following the issuance of the memorandum to disseminate information and ensure public awareness and compliance.
Oroceo cited recurring concerns involving minors loitering in public areas at night, often engaging in drinking and other activities that pose safety risks and violate existing ordinances.
He noted that while authorities have previously intervened—bringing apprehended individuals to a crisis center for guidance and support—many return to the same behavior after their release.
The memorandum, issued on April 8, 2026, under the leadership of DILG Secretary Jonvic Remulla, forms part of the agency’s broader efforts to strengthen public safety across communities nationwide.
In light of this, barangay officials are urging residents to actively support and comply with the measures outlined in the directive to help ensure a safer and more orderly community./PN
