SAN JOSE, Antique – Projects under the Assistance to Disadvantaged Municipalities (ADM) program must be gender-sensitive, according to the Department of Interior and Local Government (DILG).
The implementation of the projects must follow the guidelines on the localization of the Magna Carta for Women, which mandates all government agencies to adopt gender mainstreaming as a strategy for promoting gender equality, it added.
Recently, a Provincial Roll-Out in Assessing the Gender Responsiveness of ADM-Funded Projects was conducted at the Eagle’s Inn in this capital.
The event was aimed at facilitating the compliance of local government units (LGUs) to the implementation of the guidelines.
“The programs and projects under the ADM program should be anchored to the needs of the community just like BUB (Bottom-Up Budgeting),” said program manager Raymundo Palanog. “With the implementation of ADM, DILG seeks to ensure that the plans and programs of the LGUs are gender-sensitive and gender responsive.”
DILG provincial Gender and Development (GAD) and ADM focal persons, municipal local government operations officers, municipal planning and development coordinators, and representatives from the Antique Provincial Planning and Development Office were present in the event.
They were taught about the necessary skills in the application of gender analysis tool that will enable them to assess gender responsiveness of projects under the ADM program.
The types of projects under the ADM program are local access roads, water systems, evacuation facilities, small water impounding facilities, and sanitation and health facilities.
The ADM program is part of the long-term goals of the national government as reflected in the 2017-2022 Philippine Development Plan.
Palanog said there must be constant integration and institutionalization of GAD to the different processes of the local government units.
According to Information Officer Judy Mae Magdato, the DILG is not only focusing on the campaign against illegal drugs, criminality and corruption but also on projects that are gender sensitive and disability inclusive.
The projects are for the welfare of the “most vulnerable” sectors in the community, Magdato added. (With DILG Antique/PN)
