BACOLOD City — The Business One-Stop Shop (BOSS) for the renewal and new applications of Mayor’s Permits for 2026 officially kicks off today, January 5, and will run until January 20 at the lobby of the Bacolod City Government Center.
The BOSS aims to make business registration and renewal faster, easier, and more efficient for local entrepreneurs.
The Business Permits and Licensing Office (BPLO), in coordination with various city departments, will accept applications through the BOSS system.
The initiative brings together all concerned offices in one location, allowing business owners to process requirements such as Fire Safety Inspection Certificates, Sanitation Inspection Certificates, Building Permits, and Occupancy Permits without the need to visit multiple offices.
BPLO head Stela Rose Rayos said the city is fully prepared for the rollout and expects a strong turnout of business owners availing themselves of the streamlined services.
Business owners who settle their business taxes in full during the period will be entitled to a 10 percent discount on business tax, excluding regulatory fees.
Aside from on-site services at the City Government Center, applications may also be processed online through ebpls.bacolodcity.gov.ph. On-site assistance will be available for applicants who are not comfortable using digital platforms.
The city’s satellite offices — including the Bacolod Express Service Office (BESO) at Ayala Malls Capitol Central and the Government Services Express (GSE) at SM City Mall Bacolod — will continue to accommodate assessment, payment, and the issuance of sanitary and health permits.
Mayor Greg Gasataya earlier issued a memorandum allowing the early acceptance of business registrations to help ease the transition to the BOSS implementation.
“Those who availed of advance processing may monitor their application status through the electronic tracking system to check pending clearances. Once completed, they may proceed to the City Treasurer’s Office–License Division for assessment and payment,” Rayos said.
BPLO data showed that 24,912 businesses were registered in Bacolod City in 2025.
Participating agencies in the BOSS include the City Health Office; City Planning and Development Office–Zoning Division; Office of the Building Official; Bacolod Environment and Natural Resources Office; City Tourism Office; City Cooperative and Livelihood Development Office; City Department of Agriculture; City Veterinary Office; Bacolod Traffic and Transportation Management Department; and the Bureau of Fire Protection./PN
