CEBU City – Former mayor Johnny delos Reyes of Talisay City, Cebu is facing a falsification charge.
The Office of the Ombudsman found him to have unlawfully issued an executive order (EO) appointing Dr. Paulus Mariae-Cañete as officer-in-charge president of Talisay City College in the absence of authority from the Board of Trustees.
Ombudsman Conchita Carpio-Morales ordered the filing of the charge against delos Reyes.
Delos Reyes claimed good faith when he appointed Cañete.
But according to the Ombudsman, based on the minutes of a meeting held on Dec. 10, 2013, the Board of Trustees gave delos Reyes no authority to appoint the college president or even designate an officer-in-charge.
“As public officer, being [then] City Mayor of Talisay City as well as Chairman of the [Board of Trustees] of the [college], [delos Reyes] clearly took advantage of his official position when he issued the EO,” Morales said.
In a related administrative case, the Ombudsman also found delos Reyes liable for simple dishonesty. Morales warned that “a repetition of the same or similar offense would be dealt with more severely.”/PN
