THE Department of Transportation (DOTr) and the Land Transportation Office (LTO) launched on Monday, July 21, an online system for faster release of license plates, and Official Receipt/Certificate of Registration (OR/CR) dubbed as the Plate Registration Management Information System (PRMIS).
Transportation Secretary Vince Dizon said this will resolve the 60-year cycle of burden for Filipino motor vehicle owners who often need to wait for their license plates for weeks and even months.
“In-automate natin, pinabilis natin. Kumbaga sa Pilipino eh diniskartehan natin ‘yung proseso. Kung minsan kasi eh nakakahon tayo sa mga requirements saka sa mga lumang proseso. Kailangan, baguhin na natin ‘yung mentality natin. Kailangan ang objective natin padaliin para sa ating mga kababayan,” Dizon said.
“Kailangan ‘yung proseso ang mag-adjust sa pangangailangan ng mga kababayan natin,” he told reporters.
“Halimbawa, meron tayong requirement na medyo wala sa control natin tulad ng (Highway Patrol Group) clearance na kinakailangan naman, so ang sabi ng LTO, wala naman sa batas na hindi natin puwedeng i-release ‘yung plaka pending the HPG clearance. Ang kailangan lang, hindi natin puwedeng i-release ‘yung original certificate of registration at OR (official receipt).”
“So ang ginawa natin, in-adjust natin ang proseso para mare-release natin ang plaka, mag-scanned copy ng CR at OR at yun ang i-release,” Dizon explained.
Dizon emphasized that as long as the requirements of the car dealers are complete, the OR/CR and license plates of motorists will be released immediately, or within 72 hours or three days.
Initially, Dizon said, this program will be rolled out nationwide for 4-wheeled dealerships. Automation, he said, has a crucial role in this initiative.
Dizon warned fixers in different LTO offices anew to stop their illegal transactions, offering the faster release of license plates for a fee.
“Ang mawawalan ng trabaho dito ‘yung mga fixer kasi mabilis na plaka eh. Kung ako sa kanila, ‘yung mga fixer at mga naghahanap-buhay na nagbebenta ng pekeng P1,500 na plaka, bago pa kayo mahuli, makulong eh ihinto n’yo na ‘yan. Maghanap na kayo ng ibang raket,” according to Dizon.
The DOTr chief said it will give ample time to motorists and car dealers before implementing a stricter no-plate, no-travel policy nationwide. (ABS-CBN News)
