SAN JOSE, Antique – Poor enforcement of fishery ordinances contribute to illegal fishing, a Bureau of Fisheries and Aquatic Resources (BFAR) officer said.
Around 50 local government and agency officials in Antique gathered recently to review their local fishery laws and how they manage their fishery resources.
“The seminar-workshop also taught the participants how to devise strategies to curb illegal fishing,” said Provincial Fishery Officer Erwin Ilaya.
Illegal fishing and other related activities may be traced to lack of enforcement plans and programs among local government units, Ilaya said.
BFAR assistant regional director Carlito Delfin urged the participants to enact appropriate ordinances that are consistent with fishery laws, he said.
One of such illegal fishing activities the participants pointed out was the intrusion of big commercial vessels in municipal waters.
Such huge vessels encroach small-scale fishing grounds, adversely affecting the source of livelihood of small fisherfolk, they said.
Those who attended included chairpersons of Sanggguniang Bayan (SB) committees on agriculture and fisheries, SB secretaries, agricultural technologists on fisheries, and representatives from the Philippine Coast Guard and the Office of the Provincial Agriculturist.
Their topics were, among others: Overview of Ecosystem Approach to Fisheries Management; Mechanism, Importance and Legislation of a Municipal Fishery Ordinance; Framework of Local Legislation on Fisheries Management; LGU Devolved Function based on Republic Act (RA) 8550 as Amended by RA 10654 and FAOs Salient Features of RA 8550 as Amended by RA 10654; Guidelines on the Review of Municipal Fishery Ordinance; Presentation of Model Fishery Ordinance; and Overview of Adjudication.
